Development in the rural area can take many forms. The first that springs to most people's minds is subdivision. Subdivision can be undertaken for several reasons:

• Allow smaller units of land capable of more intensive farming
• Creation of rural residential lifestyle blocks
• Rearrange existing land holdings so that ownership more appropriately reflects the land use
